It was a song written by Disney Legends Richard Sherman and Robert Sherman for the 1964 Disney musical film Mary Poppins It has been well documented that the Sherman brothers made up this nonsense word that would become just as popular as Mary Poppins. Julie Andrews sings it so well, too. 

The melody is lively, and the lyrics are fun.

Several years ago, I was lucky enough to see the Broadway production of Mary Poppins. The musical stage version is just as fun and the hand gestures during this song is mind blowing. There are all sorts of YouTube videos teaching you how to learn the crazy choreography to this song.
